ECCs is capable of covering, or being implemented:
The most frequent users of the ECCs are municipal or community police departments, which as separate municipal bodies ensure local matters of public order, and contribute to the protection of the safety of citizens in cities and towns. The permanent services and operational work stations of municipal departments control individual safety protection systems, which most frequently include: municipal camera system, central protection desks, warning, notification and information systems and other security technology. ECCs offer municipal police an integration platform providing coactivity and interoperability of all used and planned systems, which benefits effective fulfillment of lawful tasks. With the help of ECCs, it is possible to effectively control forces and resources in emergency or crisis situations right from the work stations of municipal police or from operations rooms of a municipal emergency committee. ECCs is also a platform for uniting technical systems built by bodies, organizations, organizational components and companies within the territory of a municipality in integral functionality.
ECCs services may easily be made accessible at operations work stations of municipal, circuit, district or regional directorships of the Police of the Czech Republic.
Professional units of the fire rescue department at the regional or territorial level may take advantages of the services of ECCs just like the PCR in support of their standard operational management instruments. This most frequently concerns employing the modules ECCs GIS, ECCs CCTV and ECCs VISO. Fire protection units of communities built within the framework of broad professional firefighting coverage may utilize ECCs at dispatching work stations in the same scope as the municipal police. This enables effective management of implementing forces and resources, volunteer fire departments, ambulance and rescue teams, or volunteers for emergency situations.
Selected ECCs services may be used for supporting the activities of regional dispatching centers KSZZS similarly as with professional fire departments. ECCs operations center and selected support modules may become an important element of technical support of the work of dispatching work stations.
The Armed Forces of the Czech Republic, mainly including the most important units of the AČR and determined state administrative bodies are potential users of ECC in the sphere of providing security to the Czech Republic. Specific users of ECC will be individual organizational units of the MD CR, operations and tactical command centers, regional military headquarters and selected military units, ÚSÚ, KrÚ and ORP.
When using ECC this mainly concerns:
- the area of planning use of military units in various military emergency situations
- the area of planning and realistic use of military units and use of capacities of the AČR upon resolving non-military emergencies
- the area of planning and implementation for securing defense of the nation in individual infrastructures
- the area of providing coactivity with coalition forces of the NATO alliance during their stays within Czech territory
conditions for implementing measures in the aforementioned areas are formed by:
1. ECC PO for informational support of the Security Strategy of the CR
2. ECC NSRK as APV for providing measures of a national system of reaction to emergencies
3. ECC OPSÚ for documentation on buildings of the defense infrastructure of the CR
4. possibilities of interconnecting ECC to other information systems used by central administrative offices (ÚSÚ)
These are also potential users of ECCs. The technical design on the basis of ECCs may form a unified information and communications infrastructure interconnecting commercial and public administration security, mainly upon building the so-called safe localities. Using the ECCs platform, it is possible to pass along the findings and events captured by detectives and operations workers of security agencies in real time, along with a common image of the situation, to dispatching centers of basic and support components of the integrated security system. Such an approach is apparent in modern European countries, such as in Great Britain, where the unifying element is a technical platform.
ECCs or its designed outputs significantly support the effectiveness of the work of dispatching centers, and make security technology accessible for the needs of functionality of public services. This enables daily engagement of these bodies into processes used during management of extraordinary events and catastrophes. ECCs enables for example all municipal forces and resources to share in snow plans for winter roadway maintenance, municipal mass transit system safety, protection of public infrastructure, etc.
