ECC^® PO

ECC^® PO (Defense Plan) is a design of technical support of the process aimed at creation and management of the content of the document "Defense Plan". This means for assembling resource data in the system, its compilation into a draft proposal, consequent approval and submittal for creation of a target proposal "Defense Plan". Aside from this, ECC^® PO monitors additions (updates) and secures their consequent inclusion into the system. The ECC^® PO system is also equipped with auxiliary tools, such as a contact address book, file storage, changes history and other aids. This includes creation of connection to the GIS map application, which displays the location of the given object listed in ECC^® PO on the graphic map. The system is founded upon the Web technology ASP.NET, by which compatibility is provided, as are possible exports with the MS OFFICE tools. The entire design can be easily customize.

ECC^® OPSU

Operační Příprava Státního Území - OPSÚ [ Operational Preparation of the State Territory] is a component of the national defense system. It encroaches into the operation of central bodies, administrative bodies and municipal authorities and legal entities important for protecting the nation. The OPSÚ issue is legally anchored in Act no. 2/1969 Coll. and in Act no. 222/1999 Coll. on Arrangements for Defence of the Czech Republic, as amended by Act no. 320/2002 Coll. The functionality of OPSÚ is closely connected with the Plan of the Defense of the Czech Republic, Emergency Plans and Partial Plans of Protection of Central Administrative Bodies, and mainly with the National System of Reactions to Emergencies (NSRK), with relation to NCRS, and it is its information basis.

Application Program Equipment (APV) of OPSÚ resolves the issue of documenting objects of the defense infrastructure pursuant to Act no. 222/1999 Coll., Secs 7 and 29, their type-identification and categorization in correlation to individual infrastructures. Aside from this documentation, it enables connection through GIS devices of individual objects to maps, as well as the creation of summaries of objects based on selected filters. For every object, additional information may be added such as maps engaging this object, appendices, describing or displaying facts relating to this object, and contact to persons and organizations and their division, important for operational preparation of the object.

APV is comprised of three applications: the main application at the Ministry of defense of the CR, Web application for on-line collection of data from regions and ministries, and small applications for data collection via exported forms. The small application serves to collect all data in the event that the Internet is not operational, and in normal regime, the collection of confidential data.

ECC^® NSRK

Z.L.D. s.r.o. has been involved since 2004 in developing possibilities of information support of the creation and application of the defense plan and partial defense plans. An analysis was performed regarding this issue in 2004 to 2006 for the Ministry of Defence of the CR. It resulted in a proposal for a possible solution of information support for creation of a defense plan, which was later accepted by the MD-CR.

By Government Decree no. 51/2004 Coll. on implementation of the provisions of Act no. 222/1999 Coll., the structure of PO and DPO was established, and consequently "by principles for elaborating PO and DPO issued by the Ministry of Defence of the CR, and also the content of individual documents.

Concurrently with issuance of the aforementioned acts and decrees, the List of Measures of NSRK was elaborated as the implementation of BRS no. 26 / 2002, which was approved by BRS through Resolution no. 50 / 2005. A basis and framework for APV NSRK was hereby provided as informational support for compiling the Catalog of NSRK Measures, an integral part of PO and DPO.

NRSK is understood in its perspective as a carrier, managing program of military and non-military emergency management with interconnection into all areas with capability of evoking relating implementation (operational) plans, with resulting monitoring of their fulfillment and reverse control, connection to the NCRS alliance system.

The aim is to enable all emergency management bodies in an accrual manner to react to a threatening, originating or existing emergency situation.

The proposed APV for NSRK is created in the entire complex of the ECCs information system, just as APV PO, OPSÚ, GIS and the prepared APV DPO. This provides mutual compatibility and cohesion and unified access to information and data.

Individual expected functions of the system shall be realized in the course of time based on need and capabilities of users as regards creation and implementation of individual ECCs modules.

Basic features of ECC^®nsrk

• Relates to the NCRS alliance system, and continues to develop it under the conditions of the CR. It unifies access to solutions of military or non-military emergencies within the entire Emergency Management system. It coordinates fulfillment of tasks of national bodies, regions and municipalities in PO and DPO. It enables monitoring and documenting of the fulfillment of emergency measures. It brings emergency measures from the area of planning into the area of operational management. It strengthens the competence of responsible employees of administrative authorities. It has an open architecture, enabling connection with ISKŘ, or with other IS. It is built on the ECC^®s platform, on a common basis with APV PO, DPO, OPSÚ, thereby simplifying mutual interrelation and enables mutual use of necessary information and data. It uses the most modern technology available (MS), which is a fundamental expectation for further development of the system.
