Case study MP Zlin

Introduction

Advancements in security technology and the effort to technically and functionally integrate them were the driving force for implementing the Integrated Security System on the platform of the software product ECC®s. Repetitive cases of lightning-fast robberies in guarded buildings in the center of Zlín became the impetus for seeking technical countermeasures. The first thought that I embraced even in my university thesis was integrating the Central Building Security Desk with the existing municipal camera system. We presented the main functions of this integrated security system at a technical seminar on crime prevention in Sokolov in the autumn of 2004. In 2005, with funding support of the Partnership programme, we built the foundations for integration technologies, which are in a state of constant innovation. On today’s ECC®s platform, the integrated security system interconnects a geographical information system, the municipal camera monitoring system, the central protection desk, a geo-positioning system for localizing vehicles, along with service modules, in flowing and functioning interoperability. This has resulted in a highly effective instrument for operations personnel of the Zlín Municipal Police Department and the operational centers of the District Directorship of the Police of the Czech Republic and Municipal Emergency Management... all with the aim of protecting the safety of Zlín’s citizens and visitors alike. The chosen platform also forms the potential for further development and institutional expansion of the system. In 2008, this project won the national round of the European Crime Prevention Award Prize - ECPA.

Description of project	IBS Zlín implemented on theplatform of SW products by the company Z.L.D.® ECC®s is a complete integration project providing interoperability of isolated support systems of security and public order. It provides a common, real-time image of an arising situation and an overview of implementation of forces and municipal resources to the MP Zlín operations personnel, operations officers of DD of the PCR, and during emergencies, also to Municipal Emergency Management. This is an effective and useful instrument for prevention and indirect repression that has an undeniably positive influence on safety and public order. The IBS enables MP services to expand and become more effective to the benefit of Zlín's citizens and visitors alike. The system is fully functional, and we're planning on its development and modernization.

Project description

The IBS Project is aimed at supporting the work of law-enforcement components as an integrating, multifunctional entirety, interconnecting individual workstations and building an integral system for providing safety and public order. (The goal of the project is to enable any responsible persons to join the IRSS for providing safety and public order.) The integrated concept allows dividing individual specialized activities into separate, specialized workstations, run by competent specialists. These workstations are interconnected, and their activity may be synchronized by the system either automatically (when a highly urgent event occurs) or based on the initiative of the operator.

GIS - Visualizes buildings, occurrences, events and changes to their condition on a map
Addresses – Provides access to quick and easy find out address location.
PCO (EZS, EPS) - Position and state of guarded buildings, locating protective elements and their condition.
MKDS - Displays city camera video signals, and controls them.
GPS - Displays the position, condition and distances for arrival of mobile resources.
VISO – Displays the state of sirens and their control for supporting protection of the population.
